HP 1428dx network drivers not loading error code 31

Vista 64 bit OS

Windows found driver software for your device but encountered an error while attempting to install it.

Realtek RTL8102E/8103E Family PCI-E Fast Ethernet NIC (NDIS6.0)

The system cannot find the file specified.

This same error appears when the internal wLan is loaded or any number of USB network wlan cards are loaded.

The issue was software virus, malware and registry controllers.
Once removed the issue of the network started to show up.
Uninstalling the LAN then attempting to reinstall the LAN (Internal) caused the card not to show up anymore.

Used drivers that were loaded on system and still the same issue.

Answer up if you would like the steps I took to correct this issue or wait when I have more time I'll document the process for the Vista 64 bit on the HP 1428dx (DV4) laptop.
